    In the UK in the 1980's it was a Conservative prime minister called Margaret Thatcher who was the first leader in the world to give funding to the scientific community to 'provide evidence' that man was causing changes in climate. This was because there was something called the miners strike going on at the time and such evidence (no matter how one sided and spun it was) could be used as a way to demonise the miners.
