   most people would probably just use a shim on most padlocks...they're just a thin piece of aluminum slid into the side that the shackle goes into and it pushes the ball mechanism to release the shackle.

   The bottoms don't matter too much - there's six different heights for kwikset tumblers, you only need to cut all 5 (or 6 if you have a KW-10 or KW-11) pins down to the lowest (about 1/16th of an inch above the horizontal groove on the back of the key). make sure there's a point between each groove though, that's what pushes the pins up when bumping.
